Converting an Albanian or Kosovo driving licence in Italy

Last checked 28 October 2026.

In Italy, a foreign licence can be converted into an Italian one only if Italy has an agreement with the country that issued it. Albania and Kosovo both have valid agreements. You apply at the Motorizzazione Civile office (UMC). The document list below comes from the Italian Transport Ministry's North-West office (DGT Nord Ovest); other regions may differ slightly.

This is general information from the official Italian Transport Ministry pages below, not legal advice. Ask the Motorizzazione Civile office where you live.
Albanian licence
Yes, without tests, under the agreement's tables. The renewed agreement is in force from 31 October 2026 and runs to 30 October 2031. Offices accept applications again from Monday 2 November 2026. From 14 July to 1 November 2026 applications were not accepted because the previous agreement had expired.
Kosovo licence
Yes. The agreement runs to 29 January 2030.
Who can convert
Only people who held the licence before becoming resident in Italy. For an Albanian licence you must have been resident in Italy for less than 4 years; for a Kosovo licence, less than 6 years, on the day you apply.
Fees
€42.20 via PagoPA (tariff N003: €10.20 + €32), plus the stamp duty for the medical certificate.
Where to apply
At the Motorizzazione Civile office (UMC).

Steps

  1. Check you qualify
The licence must be valid and obtained before you became resident in Italy. Licences obtained after you became resident are not converted, nor are licences obtained in exchange for one from a country without an agreement with Italy.
  2. Get the medical certificate
A digital medical certificate with a photo (no older than 3 months), issued by an authorised doctor (for example the ASL, or a military doctor). Its stamp duty is paid into account 4028.
  3. Pay the fees
Via PagoPA, tariff N003, description "Conversione di patente di guida estera paesi non UE": €10.20 + €32.
  4. Prepare the documents
Form TT 2112 (write a phone number or email for contact); the signed privacy notice; a self-declaration with your current address and the date and place you first became resident in Italy; the original licence and a full photocopy; photocopies of your ID card and tax code (codice fiscale); your residence permit or residence card with a photocopy. The postal receipt for a permit application also counts.
  5. Translation (Albanian licence)
A full translation of the licence, either by a translator sworn before a court clerk, or by the consulate with the signature legalised at the Prefecture.
  6. Hand in and collect
Your licence is not taken when you apply. You hand in the original when you collect the Italian licence; the Albanian licence is returned to the Albanian embassy. Bring your residence permit when you collect, too.
